The feedback from the C-Suite outside of IT concerning IT's ability to deliver value is damning.
According to IBM's latest Technology Leaders Survey, just 36% of CEOs believe IT is effective in delivering basic technology services, a decrease from 64% in 2013; 50% of CFOs consider the IT organization efficient, down from 60% in 2013; and only 47% of tech leaders surveyed agree, a decline from 69%.

But the news is not all doom and gloom. The IBM analysis also showed that the group of high-performing tech leaders has a real impact on the organizational bottom line.
